wow, what a pack of idiots. i don't know the specific laws in Canada but, if they are similar/same as far as a child's right to a peaceful education, you might want to point out to these people that they are REQUIRED to protect children from assault/battery, harassment, etc. and that that should include allowing your kidlet to attend a school AWAY from the little criminal who has harmed her in the past.
