The simplest way I know to make good curls for dolls and toys is to knit up a bit of wool yarn, wash it without felting and let the piece dry... then unravel it. Very crimpy curls, depending on the weight of the yarn and size of the needles. Probably crochet would do the same thing?

My hat's off to you and your amazing talent; I've gotten as far as the crochet chain stitch and some inadvertent mini crochet balls as small as my pinky finger.
