if you are having a non religious ceremony you have a much bigger pool to choose from. ask your friends an relatives if they know someone lisenced to commit marriage ...it will surprise you. i found that in my circles i had3 in the immediate group and a few more in the outer lying circles...
including one woman who had just gotten her certificate to be a justice of the peace a month before i asked the question. She was the one who ended up marrying us and her services were her weddinf present...and the ceremony was lovely..she wrote one and then let us tweak it with our favorite music and readings.

We had a friend get ordained online and perform our ceremony. He did it for free. Although, we bought him a nice gift.

I'm not much help because i booked mine about a week after i got engaged. My cousin is a justice of the peace, so it was an obvious choice :)

Start with family and family friends maybe somebody knows a JOP

We only had a three month engagement, and after realizing that no Rabbi we wanted to would marry us, we got our officiant with about 6 weeks to go. And she was about $600 [which is about average for non-religious officiants/celebrants in our area -Los Angeles/Orange County.]

I booked mine a year in advance, and am paying around $400. However it's a church ceremony and the money covers officiant, organist, facility, wedding coordinator etc. I would agree with the people above since you're looking for non-religious.
