This barrier you mentioned. If it's impenetrable, how do the new arrivals get in?
[Rydia perks up as the Welcome Center is now within view, but she quickly glances back over.]
I'm not really sure, but the Malnosso must manage it somehow. They created the barrier, so they must be able to manipulate it. All of their work is behind the scenes, like that. We never see them in action, nor do they really bother to communicate with us except once in a while, over the journals.
It's a place that provides food, bedding and answers to those newly arrived. We have maps of the area, too, and a list of which homes and apartments are unoccupied. Essentially, we try to make settling in as easy as possible. Arriving here is enough of a shock without it, you know?
Whatever you want, more or less. There's no need for jobs, since all that we need in the way of food and items appears when we need it. There's no currency either, for the same reason. So, people do whatever appeals to them...though the Blue Rogues work to keep the peace, so it's not as though we have total anarchy.
