Searching for specific baby!neal

There was a series of stories that all had baby Neal (about 5) with big brother Mozzie (9-10) and adopted parents Peter and El. The one that i am looking for in particular is one where Neal gets in trouble for "stealing" a toy (winnie the pooh or maybe a video game), in reality he bumped into the shelf and it fell into his open backpack. He was punished for both stealing and lying that he stole it and denied the trip to Disneyland(?). Does anyone remember this? Thank you in advance.
