The train track is from an Expansion pack :).
I think it's from Free Time.

I think the first one may be an invisible driveway, with the Maxis floor tile that matches the street color under it.

The first picture actually looks like it's a set to me. The mini-van in the background isn't blurry like it would be if it was a different lot. Same with the neighboring houses.

I thought the lots on the side, are in the region and the white house isn't, but your suggestion does makes sense, because the white house isn't blurry too. Hmmm. Oh and thank you :D
