I think that Rose ultimately made the choice for herself on Bad Wolf Bay. When she asked her EPIC QUESTION OF EPICNESS, Alien!Doctor still didn't tell her what she wanted to hear, but Human!Doctor did, thus giving us EPIC KISS IS EPIC.

I think that if she REALLY WANTED to, Alien!Doctor would have taken her back with him, and left Human!Doctor there or something, but I think he knew that she made her choice, so he left. :/ It was still sad as hell and POOR ALIEN!DOCTOR ARGH.

I'm really hoping that the Cybermen Christmas special is Human!Doctor & Rose. Even though I'm pretty sure the Doctor there was in brown pinstripes, it could be that he just bought that suit in the alternate world because he missed it. OR MAYBE I JUST REALLY, REALLY WANT TO SEE THE CHRISTMAS SPECIAL BE ABOUT MORTAL!DOCTOR AND ROSE FIGHTING WHAT'S LEFT OF THE CYBERMEN IN THEIR WORLD.

I kind of thought that in his answer, "does it need to be said" he *knew* he was making her choice for her. I think he was capable of telling her he loved her at that point (he had come so close before). But he had decided that he wanted her to choose to stay there with the human Doctor (to watch him, because he truly believed she should be with her family and in this new life that she'd clearly grown so strong in, because he was afraid of failing or having her end up dead, because sure he's afraid of emotions and love, etc.), so he made the to hold back what she needed to hear so she'd stay there. Just my two cents.
