Isn't the certificate easy enough to get though? Isn't it just going to City Hall and swearing an oath or something?

Oh I bloody wish it was that easy. I'd do that in a heartbeat.

Instead I've got a bloody package to fill out, and apparently processing time's looking to be about 10 months.
