I do not know of anyone that is currently playing Tau. I have a friend that has a Tau army. Last I checked he thought the Barracuda was ok, but competing with oter good units and ultimately suffers from "oh, it's Forgworld, you can't use it" from the various Derpasaurus members of the hobby that get real jealous, real quick when they realize they're not the special snowflake with the most expensive models.
Mr Barracuda is also printed in the main Apoc rulebook, without some options like a targeting array, which I think the Taros book incorporates.
I would try it out if I could, as I have been trying to list build away from having the normal Heavy Support. Maybe use it for a coup de grâce with fusion blaster elite choices and piranhas surrounding their targets.
Recently I began playing Orks and I'm kind of getting used to having piss poor anti-tank. (And surviving an assault!) I haven't tried using the Ion cannon, so when I go back, that'll be interesting.

I don't know anyone in London, UK, other than myself that plays them...
When I arrange a game I always tell them I'll be bringing FW stuff. If they don't want to play against me then, it's their problem...

So it's perfectly balanced for modern play.
