The theory is that nobody can clean up the mess in 4 years. By next election, when the country is still in the shitter, the GOP can come back with a "The change you were promised never happened" campaign and rally the troops.
Everything is cyclical and it was obvious to everyone that the GOPs cycle was over. Why put your best people forward when you know you're going to lose?
This is on a very, very short list of conspiracy theories I might one day allow myself to believe.
