I really need to learn more about the Linux kernel before mentioning that I've done kernel-level debugging (I have, but.) Sigh. Not really expecting much more than a PFO from that.
Indeed, as the short green hairy Jedi from Scotland says, you are correct. It's actually more harsh than it's intended, but it reflects the fact that you (used) get a letter saying, approximately, thank you for your time, unfortunately, keeping you on file, etc. when what it really means is "No".
I remember when I was looking for a job after graduation and my mother explained to our aunt that I got a lot of PFO letters in the mail. Hard to explain to a nun what PFO actually means! Go Mamma Waide!
