I'm glad the biggest problem with my VW right now is the perpetually broken Jetta bumper. It always gets caught on curbs and gets pulled off on one corner. No matter how many times I get it fixed, I end up doing it again. I've seen at least two other Jettas with the same problem.
Fender washers, screws, zip-ties, aluminum wire, JB Stik, and other fine repair materials may be able to help you finally secure the bumper cover. I've literally sewn one together before by heating up an old screwdriver and using it to punch the plastic in an inconspicuous area behind the cover, then tying it up with aluminum wire.
