You'll notice I say "MAYBE for the Russians and those who live up North" so it's still not definitive. Also whenever I rant on about the absence of Christmas snow there's always someone who pipes up "I used to live in Sunderland/Durham/Berwick on Tweed and it often snowed at Christmas" so that line is intended to shut them up! I did some research before writing the song (see, its not all just making things rhyme) and discovered that there is actually a greater chance of snow in London than in Bradford.
