Icon is from a dream the Cafe Owner has wherein all the staff suddenly start growing beards. While the owner is going OMG, my staff are insane, Minagawa's suggesting they start a beard club, totally missing the point and victimising the poor man.

As such, it's Minagawa's wilful charm icon, and if he uses it on you, he's probably flattering you in a self-mocking and likely insincere way.

You think that, but then he goes and has a dream where his life and the cafe are a magical girl series, he's married to Minagawa, and Maki is his magical princess daughter who wears a short frilly dress and has hairy legs and smokes.

Also Minagawa turns out to be the evil queen and in the scene this comes from has the Owner and Tokumi tied up while he is evil.

Anyway, this icon has the keywords '...' and that's what it's mostly used for although Kon's expression means we abuse it in a lot of special ways.
