On the other hand, my uncle got pretty good care from the VA in Erie, PA for 40+ years of his life, ever since he came back from the Cambodian War with Multiple Sclerosis. They're not all bad facilities, but I will admit, they've been getting worse.

I am really ashamed on the negligence that was shown by the counselor. Regardless of lack of beds, when someone expresses suicidal idiation and has a plan, they need treatment and observation immediately. They should have found a bed somewhere, even if it was non-VA hospital.
