It's more likely to be a PR move, empty as far as the UN is concerned. Blair may have made an appeal to Clinton to help him save his image from Bushism.

That's exactly the sort of position I'd expect Blair to have trouble reaching, on account of his Bushy associations.

Oh well, I expect you're right; Bill Clinton, while being a reasonable president in my opinion, is certainly not the voice of the UN.
