As well as I can with what I'm given. I'd prefer to take care of the refugees but everything is geared to protect them so it's easier to take care of everything else first.

When you get to the point where they are starting to get rather bloody it gets harder and harder to strike them. You can incapacitate them or make them pass out, but an actual killing blow is impossible. Civillians... not so much. Plus since they can't see me when I'm killing them, it makes things so much more easy.

They won't die. The city won't let them. If they do happen to die for some reason... they come back. Defeats the purpose of doing it in the first place!

That sounds frustrating. I suggest doing it on the civilians. Let them think they're being killed by an invisible monster. They deserve it.
