I seem to remember these were satiric-- poking fun at the enormous size to which hoops had grown, and how inconvenient they'd become for women and the public at large. At least, in the author's mind.
I remember touring a manor a few years ago where they deliberately built the doors smaller in some rooms so the women couldn't fit. The men's smoke rooms and stuff.
This is making me think of the BBC's drama 'Cranford' where one of the characters bought what she thought to be an especially decorative birdcage which was actually a hoop skirt frame and was naturally scandalised when she discovered the truth.
