At one girls' school, the students performed in mock weddings. It was a school tradition, so those weren't likely to be real couples- and I have no idea if this is something similar, it's just what I thought of. If they were a couple, I hope they were happy together! :)
The fact that it is two girls does not rule out their being a couple.
(But this particular pair is probably dressed for a mock wedding or something similar rather than really being a couple. On the other hand, who knows?)
Why do you think these images require speculation, even as you say you hesitate to do it but pretty much call for it? Why did you select a patently offensive word like "oddity" as tag for these images if you're going to pretend to be sensitive to the feelings of others?
