Must have been a circus attraction.  I have seen motorcycles on a conical racetrack, but not bicycles.  Photo from the Museum of the City of New York, Byron Collection, identified as Keith's Bicycle Track.

This is obviously on a theatre stage; my guess is Vaudeville, rather than Circus.

Not a HUGE difference, but...

msminlr: You are correct. Thank you. This track was erected on the stage of New York's Union Square Theater. "The theater was operated by B.F. Keith and E.F. Albee, the most powerful and successful vaudeville producers of their time. Many of the practices established by Keith and Albee in this theater, and also in the Boston theater they opened in 1894, set the pattern for vaudeville theaters throughout the country."
