A lot of traditional-style face veils were made with a strip of fabric over the forehead and a bit of fabric or string connecting down the middle of the face between the forehead bit and the actual veil to help hold it in place so the woman wouldn't have to veil herself cowboy bandanna-style. I imagine the tube is some kind of fancied-up version of that, though why a tube I couldn't say. :P
