This was totally a thing during the Victorian Era, it's even possible this ad is earlier than you tagged. This was the pre-cursor to the vibrator. There was an ailment that the Victorian's dubbed Female Hysteria, and they found that direct stimulation to the clitoris helped to allievate this ailment. Doctors, as shown here, got very tired of spending "hours" on manual stimulation, so they tried using hoses of water, which was not helpful at all, and then finally the electric vibrating massager, now known as the vibrator.
