They've been doing this in Asheville for a few years. The NC legislature tried to pass a law against women baring their breasts in public a year or so ago, but it didn't pass.

Why is it that nipples are thought so inappropriate? You can show pretty much the entire boob except the nipple and it's only risque, but a peek (peak?) of areola and a line has been crossed.

The censors are always, "Think of the children!" I feel sorry for any child who's never seen a nipple.
