How does this make sense?

Doctors in Wales are proposing that cigarettes should no longer be sold in packs of 10.

Is is just me that find this utterly ludicrous?  I agree that it could put younger people off, as a pack of 20 now cost over £5, but otherwise it's completely counter-intuitive.

Could you not just buy a pack of 20 and then leave half of them somewhere like your car or your flat?

In what, remembering that there won't be packs of 10 to decant them into? :-p

Packs of 10 also fit much more easily into a handbag, but that's just a girly issue which I will set aside.

And... I could, but see what I said in the post about self-control...

This has been in in Ireland since May. It's very annoying, not least because of the handbag issue you mentioned.
