Sounds like an ancestor of Test Tube Babies, a late forties (?) social menance/educational film about artificial fertilization that's mainly for women to fight in sheer lingere and almost show nipple.

Oh, yes, it's definitely in that sub-genre of "educational" adult films. In this one, the topless woman is quite clearly seen, if only for a few seconds.

I love the inclusion of the inter-titles between scenes, to make it “educational.” Of course, the hyperactive over-acting is the main draw, especially from the doctor and the crazy assistant.
