I have yet to figure out the functions of Tumblr or even get myself one yet, I mostly just like browsing through it and finding random awesome things. Let me tell you though, it can get very addicting even if you don't have an account. Just a fair warning if you decide to go and investigate by yourself...
Basically, Tumblr is a place where people can set up microblogs. A microblog entry is, unlike a regular blog entry or a LiveJournal post, made up of a picture, a quote, a couple lines of text, an .mp3 file - anything you'd want to share with others without having to go into great detail about it.
Tumblr can also be used for picspamming purposes (which is what most of the people I "follow" do, because that's what I like most). My Tumblr is made up of random screencaps that I edited in Photoshop, pictures I found online that I think are funny, and "reblogs", which is a re-blog of another Tumblr post I found interesting.
I think Tumblr is great, but it's a lot harder to connect to people than on LJ or even regular internet blogs. It's much more about aesthetically pleasing things than reading about people's lives, I think.
