You would think, but most don't. Most run right past it entirely. Take a look at a bill in Congress. You'll find a preample of sorts basically explaining how Congress finds such and such an impediment to interstate commerce and that they thus have powers to enact said bill. The kicker is that the Supreme Court will find a rare law unconstitutional under the Commerce clause and Congress will re-authorize the bill and again utterly ignoring the Supreme Court findings
