I wondered if there were two reasons; One, to give River what she wanted in order to convince her to give him what he wanted. Two, so that his spouse couldn't testify against him, binding her to him may give her some kind of protection (or possibly him some kind of access given she's going to prison) now that he has gone under the radar.
