I gave in and decided I'd go ahead and watch Mebius raw. My will power can only hold out so long, you see. I was blessed with low-quality subs (probably an understatement) on Veoh up to episode 12, but there is a significant lack of episodes after that, so I'm back to 1-seeder torrents of the raws. On learning to time and title, I have a list somewhere of useful links that we used when we gave a panel at a con. Meanwhile, download Aegisub and VirtualDubMod. You'll also use Avisynth, but I think that installs automatically with VDubMod or something. (I don't remember doing a separate install.)

Aegisub takes a bit of time to play around with, but is relatively straightforward, as is VDubMod. Avisynth has a steep learning curve. For the latter two, you can get some information on how to use them from the AMV communities. I recommend starting with Anime Music Videos.org. Oddly enough, there's a fair amount of overlap in the tools between subbing and creating AMVs. So you get to learn two skills for the price of one!
