It's a vicious cycle. No economic opportunities, so people move elsewhere, resulting in a small workforce, leading to no economic opportunities. I think it's nice, though. Keeps the state small and clean, minus the occasional skiing tourist.

I grew up in Casper, the largest city in the state (at least it was when I was growing up) with a grand total of 50,000 residents.
Loved the location, the scenery, and the (lack of) people, but the missing economic opportunities were enough to cause me to live elsewhere.
I think more of my high school class lives in Denver than remains in Casper.
