There's a thing called VegeGel sold in the UK perhaps you have it? Or could you not do butter icing? (butter and icing sugar)
You could stick to chocolate buttons or things if you are unsure about sweets, I actually gave up one of my favourite penny sweets before I realised it did not contain gelatin and was vegetarian (a sacrifice for nothing!) You might be surprised?
I've had bad luck with agar-agar, but good luck with carageenan-based gelatin. I usually find it in kosher markets - just make sure that it is carageenan based, not fish based.
for the food - you could do a bunch of mini pizzas (some veggie, some meat)... cheese and/or chocolate fondue (a bit messy, but i bet the kids would get a kick out of it)... or some sort of fun make-your-own thing, like a whole buffet of toppings for baked potatoes or pasta (or the mini pizzas). then it becomes an activity besides just the meal.
for the cake, i'd almost rather make the handle etc out of something non-edible and buttercream the whole thing... marzipan's a good idea, but not many kids like it. maybe do a smaller cake, and then buttercream icing cupcakes and, again, let the kids decorate their own with different sprinkles, crushed cookies, nuts, and other toppings.
It might be worth checking with the girls' families (if you haven't already) to see if they allow gelatin or not. Some vegetarians aren't as strict about such things. There are also vegetable-based gelatins out there (you can probably find them on the web), although I've heard they aren't quite as effective as animal-based. Definitely want to test it!
