In order to keep peace, I ask that I be informed what must be done to put a stop to the danger posed to the citizens of this city. Human (or humanoid) lives should be kept out of harm's way until I have dealt with this threat thoroughly.

Incorrect. Lives outside of your own have been lost, therefore it is no longer an isolated incident. To prevent further loss, immediate action must be taken. Although my weapon systems are currently operating at less than 50%, I find this to be irrelevant, given the scale on which the missing percentage are meant to work.

You have nothing to gain by adding the risk of your own life to the lives that have already been lost. This was the purpose for which I was created.
