It even appears at times that Becker has troops under his command. Why don't these people ever do anything?
Well, what few of them there are appear to be brain-damaged, because they keep forgetting they're guarding against Killer Dinosaurs or whatever, and getting killed by dinosaurs or whatever. They're VERY stupid.
I rather like the idea of Sarah/Becker, and they have occasionally given Sarah some interesting (if still stupid) things to do this season, although she does seem to spend most of her time cleaning off artifacts and running away from insects. Becker, happily, mostly seems much smarter than everyone else, although not smart enough to insist that everyone go through the anomaly ARMED. WTF, people. Why is Becker not in charge? He's way prettier than Danny

UNIT would be awesome -- although I sometimes feel that it and Torchwood are not smarter than the denizens of the ARC, so I'm not sure they'd really help all that much. But your Gallifrey tie-in makes perfect sense!
And of course, Jack could flirt with everyone, which would make Connor very, very uncomfortable.

1. My mental jury's still out on Gung-Ho Former Cop. He's improbably good at too many things, and I spent his first and second episodes pointing at the screen accusingly and grumbling "Mary Sue!", but at least they eased off on that a little later in the season and started showing him doing stupid things as stupid things. I find him more likeable when they don't try quite so hard to sell him to me.
2. Helen (and the season plot arc) were probably monumentally shafted by Douglas Henshall's decision to jump ship and not see season three out first. I'd love to know how far they were through writing and planning the season before they had to rejig it, even if I think they could have done better with the logic and motivations. I'm going to explain it away to myself that it was making the sacrifice of killing Nick and then finding out that it hadn't fixed everything she expected it to fix that sent Helen over the edge.
