[ This happened and still going on, little girl. Might wanna get out of Alucard's way. ]

[And Noel finally notices all of the chaos being caused by Alucard and she stops mid run and just stands there, looking on in shock.]

Wh-what...what is this?

This? Simply another way to exterminate the infected.

[ Where is Alucard's voice coming from? Does it matter? A couple of his hellhounds maul a few zombies, tearing them to shreds, eating them. ]

[Noel looks around in confusion]

[Another zombie is coming up behind her but she doesn't notice it yet]

In a hurry? [Chuckled a man, carelessly cutting down zombies as she passes. He was getting tired of this as well, but more from boredom.]]

[Noel stops her running at the sound of the man's voice and turns towards him]

[ Jin rushes into the middle district, freezing zombies as he goes. Where is Ragna, damnit--- oh. Lieutenant Vermillion. He recognises you - less crazy right now. ]

Y-You... [ He twitches a little, but takes a deep breath. He's doing his best to resist Yukianesa's influence. ] Lieutenant Vermillion, status report.

Major Kisaragi. [Noel is on guard at first but seeing he has no intention of fighting her right now she relaxes a bit.]

R-right...um...the creatures seem to have a weakness to fire but decapitating them works as well. Every three hours I've noticed the number of them goes down considerably until another wave comes in.

As for me...[She hesitates at first. Should she tell him that she's out here looking for Ragna? After Jin's reaction to seeing Ragna the last time, she figures that may not be the best idea.] I-I'm looking for people who may have a hard time fighting off the creatures themselves.

[ He nods, sending another ice wave at a zombie. He glances back to Noel, frowning at her hesitation, before standing straight. ]

Understood. Are the civilians safe? My attacks seem to be working acceptably, though I've never fought anything like this before. [ He doesn't look pleased about it either :| ]

Thankfully a good number of people here have the means to defend themselves but...there are still some who aren't used to fighting.
