I'm inclined to believe he wasn't lying; considering he used the information to try to prove my stance on the situation wrong. He felt he was in the superior position by declaring that. And if it was a lie, letting that information out might distract us briefly, but would ultimately mobilize our forces against the remainder of Kurata's organization and allies.
He seems more loyal to the effectiveness of Kurata's technology than to Kurata himself.
It was unclear while talking to Saiba, if he was still working for Kurata himself, or if he was working for Kurata's allies. He indicated the resources and methods for creating Gizmon and Biohybrids were known to others besides just Kurata.

It seems we shall have to deal with him, as well, if he's that loyal to Kurata.
