Though the court system in the WW seems less adversarial and more inquisitorial, they still require witnesses.
And if there's no Harry to testify that Snape killed Dumbledore, then there's no problem. You don't even have to kill him if you don't like--send him to the Caribbean, because even the savior of the WW needs a vacation now and then!
