Yes, our local water co is a Nazi-type organization. They turned ours off years ago when my youngest was a baby with asthma--turns out, I had never gotten a bill much less a past due notice!
Did you get a past-due notice? I would have fought the deposit with all of my might--commie bastards.
They finally came into the modern ages and you can pay your bill online which is a good thing when you are on the fence between getting it cut off.

I paid it online, then called them to tell them so. The thing with them is, usually they pink-tag it but don't actually turn it off...this time, they turned it off. I flushed, it went gurgle-gurgle-gurgle---I looked outside, and sure enough, there was the tag hanging from my doorknob. Grrr!
