Have you seen the book Big Girl Knits? It has some patterns for size 14+ folks, but even better than the patterns themselves is a lot of stuff about what types of knitting patterns do and don't work on bigger people, how to modify patterns to fit better instead of just sticking with one of the pattern sizes when they're not quite the right fit for you, what types of yarn tend to give the illusion of more bulk, etc. There's 4 skirt patterns in the book too, although none as interesting as the one you linked :-)
i got jayne hats that i need to make for the screenings and like 5 other things in progress... plus, it's pretty much all stockinette stitch which i find incredibly boring so the only way i'd even attempt it is it was for me 'cause i wouldn't be upset if i just gave up part-way through...
