The eagles were a great help to Tolkien with the logistics of some of his plots but there's no denying their very existence does leave this question to be answered!
The other eagle problem I've never understood is why, since they kept watch over the city, they never warned Turgon that Morgoth was about to attack Gondolin.
My canon knowledge is very limited (and I'll always readily admit this), but from my limited knowledge I could never quite shake the impression that the eagles were mostly a plot device to move the plot along when it got stuck somewhere and there was really no other way to get it on track again.
