Well! I started off with a 213x320 base and added Emma Watson's picture:
Picture from potterish.com.

I sharpened the picture up to 40 and smoothed out her skin and sharpened her eyes with the Tear Drop tool.
Next I duplicated the base twice and set the first duplicate to Screen, opacity 60 because it was too dark.
For the second duplicate I set it to Soft Light, opacity 100 (that will depend on your picture).
Merge.
I did a Color Balance:
~COLOR BALANCE~
Midtones: -100, -32, -30
[For those who don't have color balance, here are Levels:
~LEVELS~
--Value--
Input: 15, 1, 255
Output: 60, 255
--Red--
Input: 100, 1, 255
Output: 30, 255
--Green--
Input: 32, 1, 255
Output: 10, 255
--Blue--
Input: 30, 1, 255]

I smoothed out any blotches I saw on her skin.
Now I did a Channel Mixer to add blue and more red into the picture:
~CHANNEL MIXER~
Red: 169, -60, 0
Green: 0, 100, 0
Blue: -60, 60, 100
(preserve luminosity on)
Make a new layer and put the color #040a2a in and set it at Exclusion (screen, screen, subtract for GIMPers), 100.
Do this:
Edit > Copy Visible then go to Edit > Paste (or just Ctrl-v) and in the Layers pallette there should now be an exact copy of your picture.
Do the same Channel Mixer on this layer and then set it to Saturation 70. This gives it a darker reddishness to it. :D

Do the copy and paste thing again. I did a Hue+Saturation on that layer:
~HUE+SATURATION~
--Master--
Saturation: 50
--Cyan--
Saturation: -20
Set it to Color 70.
Duplicate that layer and set it to Multiply 30.

Crop it or just leave it. And that's it! ^_^ Hope you like it! I would love to see your results!
