I found that I couldn't find the xcf for this tutorial and so I've had to go over the whole thing and figure out what I did. :P
Take your base and sharpen it to 40. :) You don't have to, it's just a preference for me. I smoothed what skin looked crummy to me.

Ok, first I did a Curves to lighten the picture up and take some of the blue away:
~CURVES~
Value: x109 y143
Blue: x123 y86
[And for those who don't have curves, here is are Levels:
~LEVELS~
--Value--
Input: 40, 1.15, 230
Output: 60, 255
--Green--
Input: 5, 1, 255
--Blue--
Input: 120, 1, 255
Output: 76, 255]


Duplicate your base and set the duplicate to Screen. Now, the opacity will differ with each picture. For mine, I set it to 40.
Next I made a new layer and added the color #fffc00 and set it to Soft Light, opacity at 70. This will add green and orange to the color later.
Merge.
I did a Color Balance:
~COLOR BALANCE~
Midtones: -100, -66, 32
[And for those who don't have color balance, here is are Levels, this isn't exactly the same, but it was pretty close:
~LEVELS~
--Value--
Input: 90, 1.15, 255
Output: 30, 255
--Red--
Input: 90, 1, 255
Output: 80, 255
--Green--
Input: 30, 1.20, 255
Output: 60, 240
--Blue--
Input: 20, 1, 215
Output: 100, 255]


Ick, now her hair looks green. :P So I went and did a Hue+Saturation:
~HUE+SATURATION~
--Master--
Saturation: 60
--Yellow--
Hue: -10 (<-- that will depend on if your picture has yellow in it)
I used Levels:
~LEVELS~
--Value--
Input: 0, 1.10, 255
Output: 30, 255
--Red--
Input: 60, 1.50, 255
--Green--
Input: 15, 1, 255
Output: 20, 240
--Blue--
Output: 60, 255


Duplicate the base. I used a Channel Mixer because I wanted a blue-ish tint in the picture:
~CHANNEL MIXER~
Red: 169, -60, 0
Green: 0, 100, 0
Blue: -60, 60, 100
(preserve luminosity off)

Set that to Lighten Only, opacity at 50.
Make a new layer and add the color #001234 and set it to Exclusion (screen, screen, subtract for GIMPers), 100
Merge all and duplicate. Set the duplicate to Multiply, 20.
Dulpicate that layer and do a little curves or levels to add some blue to the picture. Set it to Lighten Only 100.
Duplicate that layer and set it to Soft Light, 100.
