Crop your pic the way you like. :) I sharpened my base by 40. Smoothed out his skin with the Tear Drop tool.
I made his robe a little greener. :D


Duplicate the base cut everything out around his head. I added this texture by blimey_icons:


and put it on the base. :) So that would be: Base and the duplicate.
Now duplicate Draco twice and set them both to Screen, the first's opacity at 100 and the second's to 70.
Add four new layers. For the first layer, add the color #075b82 and set it to Soft Light, opacity 100.
For the second layer, add the color #ffd7cb (gives color to his skin) and set it to Multiply, opacity 100.
The third layer gets the color #65946d (brings his green robes out more), set it to Soft Light 100.
For the last layer, add the color #8fe1ff, set it to Burn 100.


Add this texture by (??) and set it to Dodge, 40:


I made one last layer and put the color #075b82 setting it to Difference, 17.
Duplicate Draco's base and bring him to the top. Desaturate that layer and set it to Soft Light, 60.
I added a tiny text brush to the side to balance the pic.
