Not sure. Know it's put up by the police. Haven't really read the fine print. Was trying to take the picture hurriedly...didn't want my reputation shot to be seen taking a picture of a poster of a boyband member...looking at the big words now, I think it is about keeping the streets safe. Traffic wise.
