Ok, now I know I never seen this before, and maybe it's just a coincendence, but ever since my dad downloaded something to make the connection go faster, it said that it can/does change the resolution of images and I've come across quite a few images that just didn't look right. SO, my question is, are icons #13 and #27 supposed to be missing the outlines or am I just seeing things due to the aforementioned?

I'm so annoyed, because now I can't view nice pictures like before.

13 has a dashed border and 27 has a solid one. If it's not showing, it must be a glitch on your computer.

Ah, thanks... Well the dash border appears, but for example, the characters themselves seem to be missing their outlines.
