I managed to fly on Tellah for a few minutes earlier. You've no need to worry about Skarmory.

Does it? Considering the few inhabitants in Cianwood, the demand must not be very high...

I have to admit, the few patches of rocks I've seen do not look like they'd allow for a comfortable rest.
