Personality: Yuffie is still young, and a lot of that reflects in her personality. She has a tendency to rush into things without thinking them through. She gets an idea and she acts on it regardless of the consequences, which she typically doesn't even realize until they've occurred. She's also incredibly optimistic, always believing in the best outcome, because it would be too sad otherwise, and she can't bear to think of things that way. It's better to hope than despair.
She can be on the annoying side sometimes. She's very loud, exuberant, and isn't afraid to speak her mind. Often what comes out will sound rude or brash. She also has a habit of giving people nicknames based on physical appearance ("Boobs" for Tifa, "Old Man" for Cid and so on), which tends to grind on people's nerves. So does her obsession with obtaining Materia at any cost. This will lead her to steal it from others if necessary.
On that note, obtaining the Materia is a matter of pride for Yuffie. Being the daughter of her homeland, Wutai's, leader, she has made it her mission in life to restore its former glory. Her pride for her home runs deep. Outwardly, she acts very prideful as well, often referring to herself as 'the Ninja Master' and so on. She's not afraid to show off her skills. This cocky attitude of hers has also led to people thinking her rather obnoxious, but if she's aware of it, she doesn't give any sign.
Yuffie is hardly a typical girl. She despises dresses and skirts, and runs around in shorts. She spent her childhood learning to fight and digging for treasure and playing with the boys. She loves adventure and fun and would rather be out in the mud than at home putting on make-up and thinking about boys. (Though these days boys aren't completely out of her head. She's nearly an adult, after all).
Generally she's considered loud, obnoxious, rash, selfish, arrogant, a tomboy, cheeful, optimistic, naive, and childish. But she'll always have a smile ready for you, even if she's about to steal your materia Pokémon.

[The screen flickers on and at first all you can see is the the ground. The camera the pans up to a close-up shot of a very annoyed looking Yuffie]
I can't believe this! All I have for a spare change of clothes is a silly dress! What in the Planet's name can a girl possibly do in a dress? Though Tifa did some pretty awesome things in that skirt of hers.... Still! I can't wear a dress! I feel ridiculous. If anyone lifts my skirt, I'm gonna kick 'em into next year, you mark my words.
Look at this! [There's a thud as she sets the camera on top of table and then steps back so she is fully in view. She is dressed in a white dress with a pink bow tied in the back.]
How am I supposed to hunt Materia, or Pok-ee-things, or whatever in this? I don't want the world to see my panties!
[Yuffie pauses for a moment realising what she's just said. After a second she laughs it off. Hopefully nobody will notice]
I don't suppose there's anyone out there who would want to trade clothes?
[She walks up to the camera again, so only her face fills it and gives the 'gear a pleading look before the feed goes black.]
Third Person Sample:
With a frustrated sigh, Yuffie tossed the Trainer's Manual onto the bed and flopped over backward. She pounded her fists repeatedly on the sheets before letting them fall flat. Really, she wanted to cry. This was possibly the worst thing to ever happen to her, and that included Meteor, Sephiroth, and her childhood best friend coming down with a deadly incurable disease.
The woman, 'Mom,' as she had called herself (though Yuffie could never think of her as such. Her mother had died long ago, and nothing could replace such an amazing woman), had given her a brief run down and handed her a bag, explaining that everything she would need for her journey would be in it. So she dug through the bag, strewing its contents about in no orderly fashion, and found the Trainer's Handbook. Like any handbook, it proved to be full of entirely too much information, and she was too impatient to sit there and read it through.
"I'd rather figure this thing out myself, she mumbled.
Hey! That was it! All she had to do was figure it out herself. She'd read enough to know that these Pokemon creatures were used for battling. And that she apparently owned one, as there was a red and white ball on the nightstand next to her, which 'Mom' had explained was hers.
Leaping onto her feet, she snatched up the ball and the bag and jumped out the window.
"Whoo hoo! Time to test this baby out!"
Yuffie landed in a crouch before taking off at a jog, grin spreading across her face. Maybe this could be fun. It wouldn't be so bad to take a break from Materia hunting, and trying to find a cure for the incurable. As long as it was just that, a break. She could travel this world for a while, go on brand new adventures. Perhaps she'd meet new friends! Or save the world again (though she could live without that one. It wasn't all it was cracked up to be). There was a whole world of adventures waiting for her, and a whole world of Pokemon to catch. Instead of Materia hunting, she'd go Pokemon hunting. If she was good, she'd be able to catch 'em all.
