As far as I know the only way to obtain an Eevee outside of receiving one when you first arrive in this place, is to breed one.

From what I gather though, Eevee eggs rarely sell for anything less than P6500 and can often be priced at around P8000, that is, unless you find someone who's willing to trade or offer you one as a gift.
