Sebastian and Ciel are the closest people to her here; after Mukuro they're the only people who know so much about her an Chrome doesn't want to lose that so soon, over something so silly as Mukuro showing up.
Which is why when Mukuro shows up and says something like that, she can't help but jump and stare]

[ In many respects, Mukuro is an expert in the study of human emotions. When it comes to the perusal thereof, he has inhabited numerous minds, numerous bodies, and he has experienced an incalculable array of the feelings produced by forms normal and wondrous alike. Intellectually, of course, he understands Chrome's reasoning (by a virtue of having felt it in others).
Practically? He has never bothered with apologies or wasting his time feeling bad. And he does not especially enjoy witnessing Chrome behaving so guiltily, when, so far as he sees, she has done nothing wrong, and owes nothing to anyone in the first place. ]

Perhaps the emotional honesty and vulnerability, or perhaps realizing how much he has missed, and how far behind he is. He's used to being entirely in control -- of his own relationships at least, you realize.
