I'm not sure I follow. TNR programs are pretty much exclusively for ferals and feral colonies, right? Those aren't necessarily cats which can be made into housepets. I fully agree that cats should be indoor pets, but when it comes to huge feral colonies, I would much rather TNR the truly wild ones and try to keep their numbers in check versus doing nothing.
The thing is that the feral colonies never stabilize, people continue to allow their pet cats to roam and add to the colonies. Mandatory spay neuter for cats would be a good solution, also laws against allowing cats to roam. I'm not holding my breath for either.
TNR wasn't invented as an alternative to doing nothing, it was invented as an alternative to trap/cull programs.
