Minions of The Federal Highway Administration have been studying the problem of people mistaking a green light for permission to turn left in front of on coming traffic. Wow... That's the most bogged down piece of writing I've read in a long time. No wonder our budget is out of control- we have to spend money on people who write stuff like that, then pay people to decipher it. O.O
